President Rodrigo Duterte signed the bill granting free education in all state universities and colleges in the Philippines.
Senior Deputy Executive Secretary Menardo Guevarra made the announcement in an August 4 forum.

The Universal Access to Quality Tertiary Education Act, gives full tuition subsidy for students in State Universities and Colleges (SUCs), state-run technical-vocational schools and local universities and colleges.
According to Budget Secretary Benjamin Diokno, the free tuition may be cost around P100 billion and even said that the government cannot afford it.
But lawmakers who supported the law doesn’t believe that the government cannot afford the free tuition fee to all SUCs.
“Hindi po totoo ang sinabi ng economic managers na hindi kayang tustusan ng gobyerno. Napatunayan natin ngayong taon, may pondo para sa state universities and colleges. Hindi nila pwede sabihin na ngayong taon ‘di kayang pondohan.” Bayan Muna Rep. Carlos Zarate said.
Senate President Franklin Drilon also said that the government only need P20-25-B for the law.
Under the 2017 budget, around ₱8 billion was allotted for free tuition for SUCs for school year 2017-2018.
Despite of the warnings of the economic managers, President Rodrigo Duterte decided to sign the free tuition law.
Senator Bam Aquino is one of the first lawmakers who extended his gratitude to President Rodrigo Duterte for finally signing the bill.
